2nd speed of the A/C electrovaller

When the A/C of my Honda Civic 1997 operates, only the first speed of the electro -ventilator enters, then when the pressure does not jump the second speed and the compressor clutch is cut until the pressure decreases again and re -connect the compressor, someone could tell me what could be the failure, I appreciate it in advance.
