Jetta 2006 Air Failure

I would like to get help to solve the following problem, some time ago my car a VW Jetta 2006 2.0 I present problems with the air conditioning control module (relay under the battery), who changed it told me that it had repaired it, after a while one of the fans was damaged and one of the fuses that are above the battery burned (40 AMP), now it turns out to buy the new fan and the new air control For some reason the fans after turning off the car are lit and in second speed as if the air were on, it seems to me that the mechanic that "resolved" the fault made some cable bridge, someone could give me an idea to check or what lines follow to see what could be wrong?
