Fiat Doblo does not go from 3000 rpm

I have a Fiat Doblo 1.9 JTD of 2003 in the workshop that does not exceed 3000 rpm, of Echo barely reaches them. When I did the diagnosis I gave me a mistake of caudalimetro and heater. I put the flow and clean the EGR, which was very grabbed. I was still the same, I looked at the turbo and it turns out that I was flipped too. I have changed it to a scratch. Turbo change has been noticed something, because before this it did not reach 2,500rpm, and now it passes them. I have tried changing the load valves and cleaning the entire admission system. I do not see any broken pipe and I do not give any error in the diagnosis that I have made. The only chivato that is turned on is that of the heaters who have not changed and has 3 in poor condition. If someone has had the same problem, their advice would be very helpful.
