Change of ECU of a Mercedes Benz E280 Model 1994

A Motor control switchboard was made to a Mercedes Benz E280 Model 1994, due to a water damage problem in a laundry. The switchboard was the VDO 0165453832 (06) that was damaged, and changed to another VDO 0175457132 (02) works well but fails to accelerate the engine to more than 3500 rpm. I ask: How can this problem be solved? Do you need to change the switchboard again? The fuel pumps were checked and they work well, the sensors too, the connections are also working well. What can be done?
