Drum is tied to the drum

Good morning friends, I'm new here.
The problem I have is that my Stratus 98 changed the rear tales I put new a month ago and the ancestor week, the balat is totally tied to the drum. I had to knock down the tire and mismatch the balta on the outside for the abujeito that it has, loosen and could remove the drum, imbalance and the same thing happened yesterday, also the cylinder is pulling liquid.
