Help with elector fans, Nissan B15.

Hello I would like to ask for your help, I have a problem with the elector fans of a Nissan B15, QG18 engine. Since I have the fans all the time, I already change the refrigerant temperature sensor, check the relay, but the problem still persists, no matter if it is cold or hot, when it turns on the car it takes about two seconds and ignites a fan and then change at the strongest speed and turn on the two fans. The car makes a scan but does not present any code.
