The turbos can be repaired, of course, but to make it yourself, it will depend on the knowledge you have on the subject, where buying the kits will depend on where you are, that is, Spain, Chile, Mexico etc. And the information will be provided by the people of your paiz, now the turbo is not very complicated in its structure but diagnosing the fault you want to cost a little, usually the Turvos are changed withdrawal and check the vasto as well as the Haspas, but on the occasion the repair is more expensive than to buy a new one. That is what happened to your turbo, the axis is cut as the power usually happens or decreases, the bearings sound or what?

Thanks for answering. I am from Spain. It is a turbo of an Xara Picaso with 100km. The turbo is all nine only that has some olgura in the bronze caps and oil pass. That's why I would like to know where to buy these spare parts to be able to repair it. It is from the Garrett brand. Thank you.
